Armando Massimiliano Sirolla

Armando Massimiliano Sirolla is a senior executive with over 20 years of experience in finance, policy and digital transformation, including almost 15 years in C-Suite positions at financial institutions in Afghanistan, Madagascar, Tanzania and Zambia. A fintech and business professional, who has led digital transformations for stressed and growth-oriented organizations in the financial sector, with notable improvements to customer service, efficiency and profitability. He is a senior advisor for the International Finance Corporation (IFC - member of the World Bank Group) and the Aequitas Fund (Desjardins Group) on development finance. Armando is an economist by background and hold an MA from the from the School of Oriental & African Studies (SOAS), University of London and MSs from University of Padua. In 2020, he also completed a Fintech Programme with the Saïd Business School, University of Oxford.

Francesco Mureddu

Gianluca Misuraca

Gianluca Misuraca is founder and Vice President on Technology Diplomacy of Inspiring Futures (IF), a global consultancy network with headquarters in Lausanne and Seville, which provides strategic advisory services to several International Organizations and public and private institutions worldwide. Among his key assignments he leads, on behalf of the European Commission’s Service for Foreign Policy Instruments (FPI), the “International Outreach for human-centric Artificial Intelligence” (InTouchAI.eu) initiative; and he coordinates the “Digital Partnerships in Action” (DPA) facility to support implementing the Digital Partnership Agreement between the EU, Japan, Singapore and South Korea.

As part of his academic roles, Gianluca is the Executive Director of the Master on Artificial Intelligence in public services (AI4GOV) led by the Universidad Politécnica de Madrid and the Politecnico di Milano. From 2009 to 2020 Gianluca was Senior Scientist at the European Commission's Joint Research Centre, leading future-oriented research in Digital Governance, Social Innovation and Artificial Intelligence.

Francesco Molinari

Francesco Molinari is an international researcher and policy advisor with a 25-years’ working experience in R&D and innovation projects and programmes at EU, national and regional levels – notably on such topics as Electronic Participation, Digital Government, Living Labs, Smart Cities, Culture and Creativity, etc. – involving more than 50 partnerships located in almost all European countries. Over the past 15 years he has also successfully advised a good number of EU (and non-EU) national and regional governments in the design, implementation and evaluation of their R&D and innovation policies and programmes, notably including Smart Specialisation Strategies and Innovative Public Procurement initiatives. A member of the European Living Labs Network (ENoLL) since 2008, he has done action research for quite a long time on implementing methods and tools for citizen and stakeholder engagement in R&D and innovation processes, but also in politically relevant activities, such as co-creation sessions of new public policies or services via civic hackathons and electronic town meetings. Francesco’s background is in public sector management – both on the theoretical and the practical side, including serving for 5 years as director of a mid-sized City and for 7 years as CFO of a regional development agency promoting brown and green field investments and providing financial and non-financial support to local SMEs.

Tommaso Federici

Tommaso Federici teaches Human Resource Management at University of Tuscia (Viterbo, Italy), Digital and Organizational Innovation and Digital Entrepreneurship Lab at LUISS University (Rome, Italy). His most recent research interests are: Online Communities for collective action and Blockchain adoption in Public sector (for a list of his works go on Scholar). He also has an extensive experience leading teams through IT-based organizational innovation projects and determining or evaluating innovation strategies of central and local governments.

Alessandro Innocenti

Alessandro Innocenti is full professor of economic policy at the University of Siena. He is the coordinator of the Laboratory of Experimental Economics LabSi and of the Laboratory of Virtual Reality of the University of Siena (LabVR UNISI).
His research interests originated in the history of game theory and experimental economics. He wrote his Ph.D. thesis on the introduction of game theory into economics and then he studied how the early evolution of game theory contributed to the emergence of laboratory methods in economics. Progressively, he became interested in conducting laboratory experiments on economic decision-making. This new focus led him to test the robustness of drift equilibrium, the impact of gender differences on trust and reciprocity and the processes of information collecting. He also studied the organization of local production systems and the mechanisms of information decentralization in networks of firms. More recently, his research has come to address how cognitive sciences can contribute to the understanding and prediction of economic behavior. His last projects are focused on the role of cognitive biases in information processing and risk perception.
